The Minister of State has covered this issue in the Bill in that he said he will review the legislation within five years, commencing within two years. We will need that amount of time, if not the five years, to see whether this is kicking in. I am sure the Minister of State will look at it on an ongoing basis, not to mention review it after a certain number of years. The review could take place within the two to five year period. The Minister of State has provided sufficient time to review it in a meaningful way.
