I might sound like counsel for the defence. I welcome the Minister of State to the House and wish to be associated with the expressions of sympathy to the Minister for Justice, Equality and Law Reform, Deputy McDowell, on the death of his mother-in-law, Professor Brennan's mother.

I must express a vested interest in tonight's motion because I am nominated by the Garda Representative Association, the Association of Garda Sergeants and Inspectors and the Association of Garda Superintendents.
