I want to make a brief contribution to this debate, mainly for the purpose of putting this matter in context. The Bill and the broader strategy of which it is a part is of huge strategic importance. Insurance costs affect virtually every sector of the economy and I am sure many other Members will know of small firms of various kinds, including builders, hotels etc, who have decided to close in recent years simply because of the escalation of insurance costs.
