The Minister is giving out a very important message in this section. By including the powerful phrase "with the consent of the head of the public body concerned", he is inviting all the agencies involved to assist him in moving forward with this policy. I would not be in favour of anything that dilutes the strength of this message. It is consistent with what the Minister is doing and with the spirit he wishes to engender among the public bodies and it would be very unwise to consider withdrawing it at this stage.
