I move amendment No. 39:
In page 22, subsection (1), lines 6 and 7, to delete "with the consent of the head of the public body concerned,".
We are back to goodwill which has failed us in the past. I am concerned by the phrase "with the consent of the head of the head of the public body concerned". If the public body has prepared a draft scheme for the Minister's attention I cannot see why he needs the consent of the head of that public body to confirm it.
