I will revert to English for a moment because sometimes my Irish lets me down. I agreed with the Minister on section 13, when we discussed the phrase, "the Minister may", and was quite happy to accept his argument. That a Minister, having consulted whoever he wishes and making whatever amendments he wishes to make, should still should have the discretion not to make a draft scheme is beyond me.
