It is proposed, notwithstanding anything in Standing Orders or the order of the Dáil of 4 July, that oral questions to the Minister for Education and Skills take place at the conclusion of the proceedings on Second Stage of the Independent Reporting Commission Bill 2017 or at 5 p.m., whichever is the later.
