I wish to advise the House of the following matters in respect of which notice has been given under Standing Order 27A and the name of the Member in each case: (1) Deputy John O'Mahony - the need for energy bills to reflect the current reduction in oil and gas prices; (2) Deputies Anthony Lawlor and Martin Heydon - the funding provision to progress the N7 upgrade, Osberstown interchange and Sallins bypass to construction stage; (3) Deputy Robert Dowds - the need for improved legislation and enforcement of the law regarding the misuse of scrambler bikes in public spaces; (4) Deputy Catherine Murphy - the sudden reduction in available places in 2015 at Scoil Uí Riada, Kilcock, County Kildare; (5) Deputy Joe Costello - the need to address litter and dumping in Dublin, particularly the north inner city; (6) Deputy Lucinda Creighton - the deteriorating tax environment for productive investment in small and medium-sized enterprises here; (7) Deputy Helen McEntee - HSE funding in Meath for special needs assistants in early years services, which has been allocated for the past 18 years but about which there seems to be a threat that it will be withdrawn from June 2015; (8) Deputy Peter Mathews - the need for constitutional protection for Members of the Oireachtas regarding their parliamentary obligations as representatives of the whole people not to be bound by orders or instructions and to be responsible only to their conscience in those constitutional parliamentary obligations; (9) Deputy Dara Calleary - the response times of the ambulance service here; (10) Deputy Seán Kenny - the need to commence the Fines (Payment and Recovery) Act which was passed by the Oireachtas early last year; (11) Deputy Mick Wallace - the need to discuss new senior Garda appointments and promotions; (12) Deputy Dessie Ellis - the measures required to prevent homelessness and rough sleeping; (13) Deputy Clare Daly - the need to discuss the recent promotion process for senior appointments in An Garda Síochána; (14) Deputy Paul Murphy - the recent appointment of Goldman Sachs International to advise on the selling of the State's shareholding in the banks; (15) Deputy Joan Collins - the need to confirm when the proposed night café for the homeless will open; and (16) Deputy Regina Doherty - the need to grant emergency funding for the life-saving drug, Soliris - eculizumab - for the urgent and immediate treatment of all patients living with paroxysmal nocturnal haemoglobinuria, PNH.

The matters raised by Deputies Robert Dowds, Anthony Lawlor and Martin Heydon, John O'Mahony and Joan Collins have been selected for discussion.
