Before the Minister responds, I reiterate that I understand there are issues, but it is a long-standing ruling of the Chair that Members should not comment on, criticise or make charges against a person outside of the House or an official, either by name or in such a way as to make him identifiable, as he is defenceless against accusations made under privilege in the House.
