Údarás na Gaeltachta (Amendment) Bill 2024: Second Stage

Mar is eol do chách, tá daoine agus ár dteanga ag fulaingt go géar mar gheall ar an ngéarchéim tithíochta sa Ghaeltacht. Tá sé ag éirí níos measa gach uile lá. Cé go bhfuil líon na gcainteoirí taobh amuigh den Ghaeltacht ag fás de réir a chéile, níl sé sin mar atá sa Ghaeltacht féin. Tá cainteoirí dúchasacha fíorthábhachtach má táimid ag iarraidh fíorathbheochan a bheith againn sa tír seo. Tá muintir na Gaeltachta díbeartha amach ón nGaeltacht ag an Rialtas seo atá dírithe ar bhrabús seachas aon rud eile. Ní féidir le daoine óga sna Gaeltachtaí lóistín nó teach a fháil ar cíos dóibh féin, nó fiú labhairt faoi teach a thógáil nó a cheannach sa Ghaeltacht.

Maidir leis an mBille seo, as I am sure we are all aware, Conradh na Gaeilge is proposing Committee Stage amendments which we support. I will read them into the Dáil record as Béarla:

Section 8, as amended by section 4 of Údarás na Gaeltacht (Amendment) No. 2 and section 17 of the Gaeltacht Act 2012 of Údarás na Gaeltacht 1979 is amended: (a) in subsection 3(a) by the insertion of the following:
After the words “as it thinks fit” including “social, cultural and business facilities and to that end the Údarás shall have the power to buy or acquire interest in property and realty on whatever terms and subject to whatever conditions as it sees fit.
(b) by the insertion of the following after subsection 3(a):
3(b) An tÚdarás may carry on control and manage in the Gaeltacht such schemes and projects, programmes and facilities as it thinks fit in respect of the provision of housing for occupiers for whom the Irish language is the language habitually used by them and if a family will be living in the proposed house or dwelling unit concerned will be the language habitually used by the family and to that end the Údarás shall have the power to buy or acquire interest in property and realty on whatever terms and subject to whatever conditions as it sees fit, and the power to put in place every facility to develop the housing;

3(c) An tÚdarás shall be included as a housing authority for the purposes of the Housing Act 1966.

Tacaíonn an Dlúthpháirtíocht Pobal roimh Bhrabús leis na leasuithe seo agus táimid ag iarraidh go mbeidh fíorathbheochan sa teanga sa tír seo ionas gur féidir linn ár dteanga dhúchasach a chaomhnú.
