68. To ask the Minister for Environment, Community and Local Government the extent to which it is proposed to reduce the numbers on local authority housing lists by way of a public capital programme, excluding voluntary agencies, on an annual basis over the next five years; if it is expected that new measures are likely to be taken in order to make a serious impact on the large numbers of local authority housing applicants currently dependent on private rental accommodation, with support to the extent of €450 million per annum from the Department of Social Protection; if further cognisance is taken of a further 20,000 families not on the local authority housing lists but dependent on unsupported private rental accommodation in a rapidly escalating rental market; if a full review will be undertaken of the policies pursued previously leading to this crisis situation in order to set in train an appropriate response; and if he will make a statement on the matter.
