Question 21: To ask the Minister for the Environment; Community and Local Government with regard to the proposed installation of water meters, if he will confirm who will retain ownership of the water meters that are due to be introduced; if he intends to provide a basic free allowance per person above which the water charge will apply; and if so, if he will state the level of free use; if he will give details of the incentive that would exist for those houses or apartments which will not have a meter installed to reduce their water usage; if he plans to encourage the installation of rain water harvesting on a large scale to achieve water use efficiencies; and if he will make a statement on the matter.
