May I be allowed to answer the question? The issue of legislation is appropriate. Arising from consideration by the Minister himself on Monday of this week, when he indicated he was unhappy with the situation, he has taken further legal advice and has indicated that legislation will be required to address the issues with section 31 of the Children Act 1991. The in camera rule, the data protection legislation and the issue of consent must be dealt with.
