Following the discussion at the Joint Committee on Climate Change and Energy Security, is it the Taoiseach's view that Ireland will reach its target of a 3% reduction in emissions this year? The absent Green Minister has been talking about introducing legislation, to which Deputies Gilmore and Barrett referred.
