Requests to move Adjournment of Dáil under Standing Order 31

I wish to seek the adjournment of the Dáil under Standing Order 31 to raise a matter of national importance, namely, to call on the Government and, in particular, the Minister for Education and Science to fund a scheme for non-nationals to teach them to read road signs, danger signs, etc, which could account for some of the tragic road accidents and deaths. A scheme like this is needed to help these people and maybe save their lives. These people are going into schools asking for help, but no provisions are in place to teach them or get anybody to answer or understand questions they ask.
