Under Standing Order 31 I seek the adjournment of the House to deal with a matter of urgent importance, namely why the Government has delayed ratifying the framework convention on tobacco control, which has already been ratified by 79 countries as a vital health initiative, and which has 8 November as a deadline. The HSE cannot be blamed for that one.
