I seek leave to move a motion for the adjournment of the Dáil under Standing Order 31 to discuss the following specific and important matter of public interest requiring urgent consideration, namely, the need for all parties in the House to recognise that each must play its part and do everything it can to support the full implementation of all aspects of the Good Friday Agreement, which includes participation in the Joint Committee of Representatives of the two Human Rights Commissions and pre-consultation on the Good Friday Agreement, strand 3(10), which is committed to developing an all-Ireland charter of rights. It is a scandal that of all the political parties on this island, to date only Sinn Féin and the Alliance Party have done so despite the commission's call for all political parties to make their submissions by 1 September 2003, over a year ago.
