There are plenty of examples of statutes that put protections in place to ensure there can be no interference by central government with the operation of bodies. There is us, the Ombudsman and other entities of that nature. There are different degrees of independence as well. We are at the upper end of clear operation and decision-making independence from central government. Others have partial levels of separation and independence. There are a lot of options open for the Government. It seems to us, given there is an enforcement function envisaged, that requires a significant level of separation.
