I would not make a recommendation in every case. In some cases, there might be two or three recommendations and they usually relate to changes in how things are done in the Defence Forces. That may take time because it may require administrative instructions being rewritten or amended. It can take quite a while from the time I would make a recommendation to seeing this. As a general rule, the recommendations are followed through and changes do take place. Occasionally I hear of an instance where a recommendation which was stated to be accepted sort of died a death somewhere along the way, perhaps because of a change in government or whatever.
