Yet agency spending is increasing and workers employed by for-profit agency companies are in insecure and often zero-hour contracts with no protections. This is not a way to run the public healthcare system. It is simply not the way to do it. As somebody mentioned earlier, this is smoke and mirrors to allow it to be said there is an employment ceiling in place while not looking at the agency costs that are increasing. It does not make any sense.
