Through our support programme, we work with the Departments to try to find out if their data is correct or if they have reported something that is erroneous. Getting the data right is the first part. The second part is discovering if there is a reason for a particular increase. There might be. There might have been a move between buildings and emissions may have increased or a Department may have taken on a new agency. Sometimes new agencies come in under a Department's remit or new buildings fall under its remit as another Department moves location. If it is not a data issue, there is usually a core technical reason, but the power of the targets and measuring it is that people want to say that they have got to show a pathway and they have got to make sure that operates correctly going forward.
