You do not need a government or a state. An individual can access this, in a back garage possibly, and do all kinds of stuff here. I will move on because my time is limited. The issue of super-intelligence, moving beyond human intelligence and even consciousness, has been raised on some occasions because this technology is moving so quickly. I know some people have disagreements about that. The sentient level has been mentioned by some. I know we are moving into the realm of science fiction. If someone told me two years ago that I would meet someone on a doorstep and use Google Translate to talk to him in his language while he talked to me in mine, or five years ago that I could look at and talk to my son in Australia or Vancouver, I would not believe it, but now it is happening. This issue of super-intelligence is moving so quickly. It is a concern to some. It is in the literature as well. The witnesses might comment on what way they see that going.
