The Department of public expenditure and reform is our partner on the implementation of the plan, which is positive. When engaging with the local government sector, as we have through the Local Government Management Agency in particular, there are many administrative issues that seem to act as a constraint in respect of issues such as headcount and funding. Just to be clear, as part of the work of the leadership group, we are committed to working through those issues. There is a Government target in overall terms but in particular in respect of recruitment in local authorities, and we are committed to delivering on that target.
