It is about what the Department is talking to us about, when is it talking to us about it, how is it asking the questions, whether we received the briefing material in advance and whether it was a briefing or a consultation. The point is that when the tyre hit the road on this issue, which is a major shift in how we allocate resources for children with additional needs, the voices of children with additional needs were locked out and were not part of the process.
