-----independent oversight is a relatively new concept throughout the public and private sectors. It is now happening in the private sector. Insurance companies and banks all have oversight agencies. Then we have the health service and the Environmental Protection Agency. These are all people who are fishing in the same pool that we are fishing in for investigators. We might be able to get somebody who is an experienced investigator. We might get somebody who is from the South African police force or from Canada or wherever but ultimately to solve the problem we are going to have to look at a situation where there are third level education programmes or apprenticeship programmes for training investigators so that we have a readier pool.
