The point is that you need to look at the project again to the extent that is possible, rather than merely doing a judgment on it. When a particular project is facing these sorts of changed circumstances - this is going back to the issues of capacity constraints and more stringent environmental considerations - there must be an assessment of whether the overall economics of the project stack up.
