The concern is that better value would be achieved if it was ten apartments that would be sold. Whether it goes into rental or owner occupation one person could buy all ten apartments and sell them off individually afterwards. The option would be there for the owner to now sell as a full block and the thinking is that it is more valuable if it is vacant possession.
