The Minister is very keen to ensure the public service shows leadership in apprenticeships. The Minister talks a lot about and promotes apprenticeship to private sector employers. The question is what is happening in the public sector. As the Chair said, over time for reasons that are not pertinent to our discussion - they relate to the responsibilities of the Departments - there has been a falling away of apprenticeship in local authorities.
