How can a local authority, without the preliminary data around the need for a scheme, advance a scheme through the public spending code without the empirical evidence required for the scheme to proceed? It cannot and, therefore, to do that, it needs additional resources. Up until recently, officials told us and made it very clear that they were satisfied the resources that the OPW had funded.
