The purpose of today's meeting is to consider the Revised Estimates for Vote 29 - Environment, Climate and Communications, programmes A, B and C. I welcome the Minister of State at the Department of the Environment, Climate and Communications, Deputy Ossian Smyth, to the committee this morning. The proposed format is that we will deal with the Vote programme by programme. The Minister of State will first make an opening statement. There are three programmes and we will consider each of them separately with questions from members.

I remind the members of the long-standing parliamentary practice that they should not comment on, criticise or make charges against a person outside the Houses or an official either by name or in such a way as to make him or her identifiable. Members are only allowed to participate in the meeting if they are physically located in the Leinster House complex. In this regard, I ask members who are joining us online that prior to making their contribution to the meeting, they confirm that they are on the grounds of the Leinster House campus.
