As Mr. Barnes has laid out, we agree that the broad number, which we took from the Government suggestions, was fine. The Government did a bit more than that, while the Deputy was pushing for more again. We did not disagree on that target as it was temporary. What we are trying to emphasise is that there is not a mechanical link. If there are policies that are right to pursue and are judged to be right to pursue, there is scope.
