Does it make sense for the Government to take its cue from the public participation network, PPN, as to how that should look? Should the PPN propose what the dialogue should be in the first instance, acknowledging that it is iterative and needs to evolve, rather than Government saying it will talk now and asking the PPN to tell us what it thinks?
