I welcome everyone to the meeting. It is nice to see a few Tipperary men like me against the Dubs and the Corkman. Apologies have been received from Senator Jerry Buttimer. I would like to explain to our visitors that I will have to leave at approximately 2.05 p.m. to speak in the Chamber but Deputy Devlin will take the Chair. I will return and resume the Chair when I have finished. All those present in the committee room are asked to exercise personal responsibility to protect themselves and others from the risk of contracting Covid-19.

The first item on the agenda is the approval of minutes of the previous meetings. Are the minutes of the private and public meetings held on 12 and 13 October 2022 agreed? They were already approved at the virtual private meeting but we must do this for procedural reasons. Are they agreed? Agreed.

I remind members of the constitutional requirement that members must be physically present within the confines of the place in which Parliament has chosen to sit, namely, Leinster House, in order to participate in public meetings. I will not permit members to participate where they are not adhering to this constitutional requirement. Therefore, any member who attempts to participate from outside the precincts of Leinster House will be asked to leave the meeting.
