Through this scheme, the taxpayer was going to have to pay for that and also for ducting. Mr. Mulligan confirmed at previous meetings that there are many problems with ducts being blocked. Many photographs have been taken and there are extensive dossiers of information about this. Eir essentially controls the speed at which this will be rolled out.
