If I can come in, there are two questions in what the Deputy is asking. If I can come in, there are two questions in what the Deputy is asking. We can tell the committee how to keep small landlords in the marketplace. There is no doubt that what we are saying will keep small landlords in the marketplace. The second question is how we are going to bring down rents. It is very difficult to bring down the rents when we still have bodies renting properties that can rent them at whatever rent they want. They are way up high and there is no control, apparently, on what those people can charge for those properties. How are we going to bring them down when bodies can still charge what they wish? It is just not possible. We need to get into a situation where properties at the top of the market can only be rented at a certain level. That is the first thing we need to do. If we are able to do that we can at least get into a situation where the rents will stabilise and they are not stabilised at the moment, apart from the fact the ones at the bottom are way down. Obviously the ones at the top are in a different situation but if we stabilise the rent for starters, then maybe we will get someplace in the reductions as time goes on.
