The question about drug policy and criminalisation is that criminalising a substance is based on the principle that the problem is the substance. The substance is the chemical thing. Addiction is not the chemical thing. It is as simple as that. Therefore, there is no point in criminalising a chemical substance, because it will not stop people from using it.
