As I understand it, the Senator's question is whether there should be preferential priority for ex gratiapayments and not for their statutory entitlement. There is a priority order for all of the legal obligations that have to be met by the liquidator with regard to all of the creditors who have a claim on a business. We are speaking about reordering what the legal entitlement is.
