On the issue of precedent, do we have precedent for legislation of this sort, either in Ireland or elsewhere, that the committee could have a look at? I appreciate that this is a well-intentioned measure but, ultimately, our job is to perform scrutiny to see whether there are unintended consequences and how we deal with such if they arise. I would like to hear a little more about the precedents for this sort of arrangement where the State, even if not in all cases, is underwriting something to which it was not party. How do we handle that?
