I thank Mr. Moloney. The Department has told the committee that the increased spend on private rental subsidies is now more than €1 billion per year or 20% of the housing budget. That is required to meet the housing needs of people who are supported through the likes of the housing assistance payment, HAP. Mr. Moloney referred to many years of decline historically with regard to the delivery of housing stock. Does he agree that at least up until this point, Government policy has failed with regard to the delivery of housing? I am speaking about social housing in particular. Did the Department ever raise those concerns with successive Ministers?
