The present system is fairly equitable. It should be improved to some extent but it is a better system than introducing fees, for example. Then there is the maintenance aspect. It replaced the system in 1997. I was part of that decision. It is something that has to be considered very carefully. I believe a reduction of a €1,000 would be the equivalent of a shortfall of €80 million. If you took the €3,000 out then you would have to find €240 million somewhere. It depends on where that will come from. If it comes from capital or somewhere else, then no one wins. The solution is multifaceted. It means looking at different parts of the equation and seeing where the resources require concentration. There could be certain areas where you could save money.
