The four deciles in the middle do not qualify for social welfare or the fuel allowance. They travel into and out of work every day and pay for that in diesel. They may live in a rural area and may not have public transport other than, perhaps, the school bus. Are specific measures identifiable that would be able to support that cohort of people, who are likely to be suffering a great deal from the cost of living?
