The other main part of the question related to the issues foster carers are raising with us, and I appreciate my opening statement did not expand on all the detail of that. I have met a group of foster parents who left me in doubt as to their view. Many of them correspond with me individually and we try to respond on an individual basis, but we have to try to change the system rather than just individualise the response.
