Our regime management plans are premised on the basis that not always the same service is cut. Regrettably, there are unpredictable draws on staff and that has an impact on the services. The purpose of the regime management plan is to give as much predictability as we can to services so that they know in advance that they are not going to be in a position to do face-to-face work and can plan their administrative work around it. Some of the difficulties with closures of libraries earlier in the Covid pandemic were infection control issues, such as the sharing and cleaning of books, and that constituted a significant part of the closures.
