The amendment inserts two new subsections into section 66. The proposed new subsection (4) provides for the right of appeal against a decision of the HEA's CEO to provide assistance on a mandatory basis. The proposed new subsection (5) provides that when an appeal is made against the proposal to provide mandatory assistance, the appeal has the effect of placing a stay on the provision of such assistance until such time as the appeal has been determined.
