Apologies have been received from Deputies Costello and Funchion, who are running late but hope to make the meeting. Our first item of business is the election of the Leas-Chathaoirleach. Are there nominations for the position of Leas-Chathaoirleach?

As there are no other nominations, I congratulate Deputy Higgins on being elected Leas-Chathaoirleach of the committee. I propose that we suspend for a few moments to allow the witnesses to come in. Is that agreed? Agreed.

Before I welcome the witnesses, I ask Deputy Higgins to read out the declaration on her election to the position of Leas-Chathaoirleach.

I do solemnly declare that I will duly and faithfully, and to the best of my knowledge and ability, execute the office of Leas-Chathaoirleach of the Joint Committee on International Surrogacy without fear or favour, apply the rules as laid down by the House in an impartial and fair manner, maintain order and uphold the rights and privileges of members in accordance with the Constitution and Standing Orders.
I thank Senator Seery Kearney and Deputy Funchion for nominating and seconding me for this position. I look forward to working with everybody, and with the Chair, as we carry out this important work over a very tight timeframe.
