When we look at what is important about the phasing, first, it is not a big bang, which I think is right. Also, at each phase, we will be observing what has happened, how it went, what did not go so well, what that means for the overall plan, what actions need to be taken and whether we are sufficiently happy with the actions that have been taken. That will give us information in terms of what actually happens and what may need to change from the perspective of the institutions themselves.
