Cheap cigarettes, no matter whether they are illicit or come from a different country within the EU, are not good. There is a huge price differential within the EU on the cost of cigarettes. People can get them a lot cheaper in other countries and bring them into Ireland. Under an EU directive, the maximum number of cigarettes that can be brought in is 800 per person. I know that the Finnish have done something different on this.
