I remind members to please turn off their mobile phones, as they can interfere with the broadcasting of proceedings.

We will have to identify speakers as they present themselves and we will do our best to do that.

Apologies have been received from Deputy Stephen Matthews and the Cathaoirleach, who will chair a private meeting of the committee later in the afternoon.

I advise that once members and witnesses join the meeting via MS Teams, it is assumed that they can be seen on screen or video, whether speaking or not. Members are also reminded to ensure their microphones are muted when they are not contributing to the meeting.
