If an operator were to run a kilometre of overhead cable and then reached a town, he or she might underground it because it is preferable aesthetically, and then continue 500 m down the road at the other end of that town. Would this in any way create situations where the operator or the applicant might just decide to run it all overhead because it is the one licence application?
