The climate Bill has been through some very detailed scrutiny by the committee by way of the pre-legislative scrutiny and the recommendations that the committee made on just transition should have been included in this version of the Bill. It is a weakness but, on the other hand, the principle of a just transition is at least mentioned in the Bill. It is not well articulated but my understanding is that it certainly does not hamper any efforts by a Government or Minister to ensure that there is some level of distributive justice and stakeholder dialogue throughout the process. It is ultimately a political decision and it is the degree to which that decision is embraced in the Bill or at a political level by the Government. Certainly, we would support a much stronger wording.
